There is a large literature on vulnerability to flooding. However, two crucial dimensions that are particularly relevant tend to be underrepresented in most academic research. On one hand, most of the time floods are results of cyclones. On the other hand, when we talk about vulnerability to floods, the first thing that comes to our mind is the vulnerability of the household and their livelihoods. Thus, the aim of this paper is to show, using a field survey of the low area of Antananarivo that vulnerability of households to flooding is of academic interest as far as the study of vulnerability is concerned. The results show that most of the houses in the area under study do not meet construction standard to withstand floods.
