Abstract

In parallel to the fair trade movement activities, the notion of fairness is at the heart of a
conflict of interpretation between developed and developing countries in multilateral trade
negotiations. Recently, this conflict has mutated along with the rise of numerous Global South inter-state coalitions at the World Trade Organization. This paper, proposes an analysis of these Doha Development Round coalitions by comparing their discourse to the
Third World ideology. It describes how the semantic fields of the “policy space” and “proportionality” indicate a higher level of implementation of the new faces of fairness at the WTO and, maybe, a deeper institutionalisation.
